Grounds Team Lead

GENERAL STATEMENT OF DUTIES

 

Performs skills as Team Leader of the maintenance and care of municipal grounds, and related facilities for the County.

DISTINGUISHING FEATURES OF THE CLASS

 

Employees in this class are responsible for maintaining municipal grounds, landscaping, meeting room set-ups, flags, office moves and election set-ups.  Work includes general landscape maintenance, and related maintenance and repairs at County grounds and buildings.  Work involves leading the grounds staff, and overseeing grounds staff during the absence of the Field Manager.  Work also involves operating tractor and mowers to cut grass, installation of new plants, and maintenance of plants and landscaping, trimming, cleaning grounds and facilities, and performing other horticultural landscaping tasks.  Work includes performing furniture moves, surplus property, flags, and other minor building-related maintenance.  Sound judgment and initiative are required. Work subjects the employee to inside and outside environmental conditions, noise, vibration, hazards associated with maintenance work, and fumes, odors, dust, mists and oils. Duties may result in exposure to human body fluids and thus the work is subject to the OSHA requirements on blood borne pathogens. Responsible for leading work crew daily; assigning work and distributing assigned work orders, under the supervisor of the Field Manager.  Work is performed under limited supervision and is evaluated through observation of facilities, discussion, public acceptance, work order completion and department head approval.  Serves as lead to the on-site municipal grounds staff.  Must work closely with the Operations Manager.  Reports to Field Manager.

 

DUTIES AND RESPONSIBILITIES

 

ESSENTIAL DUTIES AND TASKS

 

Performs varied maintenance and repair functions required to maintain grounds, buildings and equipment; inspects grounds, facilities, and equipment regularly and performs required maintenance and repair jobs; purchases supplies within spending limits; participates and leads in grounds related projects for all County grounds.

 

Leads full-time municipal grounds staff and part-time staff to complete maintenance and/or repair projects in timely manner following safety standards; monitors and reviews work in progress and ensures work is completed safety and on time.

 

Leads Election set-ups and set-ups in various County departments.

 

Leads pick-up and placement of County surplus property, working with Purchasing department staff.

 

Leads repairs on equipment (in-house or contracted) such as mowers, tractor, tillers and weed-eaters; replaces bearings and changes blades and tires on mowers; changes shaft, plugs and heads on weed-eaters.

 

Performs grounds maintenance duties including mowing grass, trimming shrubs and trees, fertilizes, plants and spreads seed and lime; applies mulch.

 

Plans, purchases and installs new landscaping materials; installs annuals and perennials; chooses and arranges plantings for optimum value, minimum maintenance, and lasting quality.

 

Performs general maintenance duties, as needed.

 

Removes snow, ice, and other weather-related hazards, as required.

 

Licensed to spray chemicals and/or pesticides in landscape work.

 

Maintains records of work activities using Field Sheet, providing accurate work hours and information.

RECRUITMENT AND SELECTION GUIDELINES

 

KNOWLEDGES, SKILLS, AND ABILITIES

 

Considerable knowledge of the methods, tools, and equipment utilized in grounds maintenance, and landscaping,

 

Considerable knowledge in the selection of plants, grass, and trees used for landscaping, and grounds maintenance.

 

Considerable knowledge in landscaping best practices, lawn care and shrubbery maintenance.

 

Working knowledge of the work hazards, related liabilities, and applicable safety standards (Occupational Safety and Health Act) and County standards.

 

Working knowledge of County purchasing, budgeting and personnel policies and procedures.

 

Some knowledge and skill in the application of information technology to assigned tasks.

 

Knowledge of ornamental and turf pest management, invasive species, and fire ants.

 

Skill in the operation of assigned equipment and tools, tractors, riding mowers, chain saws, etc.

 

Basic knowledge in plumbing, carpentry and electrical trades.

 

Ability to serve as lead worker to create a productive work team and ensure work is completed correctly and safely.

 

Ability to communicate effectively in oral and written forms.

 

Ability to establish and maintain effective working relationships with part time workers, co-workers, supervisor, and citizens.

 

Ability to prepare and maintain records of work activities.

 

Ability to solve problems related to weather related scheduling and facilities impact, and other work issues with recognition of customer service priorities.

 

 

DESIRABLE EDUCATION AND EXPERIENCE

 

Graduation from High School and considerable related experience supplemented by training in landscaping   horticulture, and building and grounds maintenance, and leadership; or an equivalent combination of education and experience.

 

SPECIAL REQUIREMENTS

 

Possession of a valid North Carolina Commercial Driver's License.

 

Possession of Pesticide Applicators License.

 

Responsible for lowering and raising flags at County Municipal buildings and parks.  Also, replacement of flags and maintaining flag poles.

 

Responsible for leading Surplus property alongside Purchasing; storage, delivery, meeting citizens to view property.

 

Responsible for leading projects associated with the Board of Elections to help with moving voting precincts in federal, state, and local elections.  Stages state equipment; properly disposes of old ballots, forms as directed by Elections supervisor.

 

 

Physical Requirements and Working Conditions:

Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, standing, crouching, crawling, reaching, walking, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.

 

Must be able to perform very heavy work exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.

 

Must possess the visual acuity to operate equipment and motor vehicles, to prepare written records and operate computer, and to perform trades work such as plumbing and carpentry.

 

Required to work outside through all seasons and weather conditions, heavy lifting, furniture moving, working on steep

 

slopes, roofs, and use of different tools. This job handles pesticides, fertilizers and cleaners.
