Strategy & Communications Manager
GENERAL STATEMENT OF DUTIES
The Strategy & Communications Manager performs professional and administrative work conducting strategic planning, management studies, developing performance tracking methodologies for Iredell County, and communicating the vision, goals, and actions of the Board of Commissioners. Position is responsible for strategic planning at a County-wide and Departmental level, continuous process improvement, and organizational assessment. This position is responsible for seeking out ways that the County connect more widely and deeply with the community using creativity and a variety of engagement methods and media to appeal to all audiences. Work is performed under the strategic direction of the County Manager or Designee.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class will provide accurate information for the present and future well-being of Iredell County. Work involves extensive contact with officials, department directors, and the public. Strong, forward thinking, leadership abilities, as well as independent judgment, initiative, tact, and courtesy are required. Contributes to the overall quality of the County’s service provision by fostering, facilitating, and communicating the development and coordination of work teams charged with reviewing, recommending, and implementing improved policies and procedures. Work is performed under the general direction of the County Manager (or designee) and is reviewed through performance evaluation and results achieved.
DUTIES AND RESPONSIBILITIES
Collaboratively develops and publishes the County’s strategic plan, including approval by the Board of County Commissioners.
Assists in the development of annual departmental operating plans to include measurable goals.
Assists in the development, collection, and analysis of performance measures.
Manages, updates, and assists in planning, coordinating, and directing the work of county departments and programs relative to the County’s strategic plan.
Conducts evaluations of departments and/or programs to determine compliance with administrative management policies, strategic plan, procedures, and regulations.
Work with departmental staff and teams to review services and processes to solve operational challenges.
Monitors the implementation of identified improvement strategies.
Researches, analyzes data, prepares and supervises special projects as required.
Generates reports and presentations regarding the County’s progress in meeting strategic plan goals.
Leads employee and public engagement efforts related to strategic planning.
Performs special assignments and/or other duties as assigned.
Develops, implements, and evaluates communication and marketing strategies in collaboration with departments to increase awareness of services and citizen engagement opportunities.

KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of county government organization, operations, and issues.
Thorough knowledge of modern public administration management, techniques, and principles.
Thorough knowledge of state and federal legislation processes, and policies.
Ability to define objectives and bring projects to completion.
Ability to research, analyze and make recommendations on various topics.
Ability to establish and maintain effective working relationships with officials, department directors, county
staff, and the public.
Ability to communicate effectively orally and in writing.
Ability to maintain accurate up-to-date records and documentation.
Ability to evaluate the effectiveness of programs/services and make recommendations for improvement.
PHYSICAL REQUIREMENTS
Must be able to perform the basic life operational skills of climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, grasping, talking, hearing and repetitive motions.
Must be able to perform medium work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift objects.
Must possess the visual acuity to prepare and analyze data and figures, perform accounting tasks, operate a computer terminal, and do extensive reading.
DESIRABLE EDUCATION AND EXPERIENCE
Bachelor’s Degree in Public Administration, Business Administration, Communications or related field AND at least five (5) years of progressively responsible Public Sector Management work involving planning administration, strategic planning or grant writing OR an equivalent combination of education and experience.
SPECIAL REQUIREMENTS
Must possess and maintain a valid NC Driver’s License.

Compensation Range: 80,604.48
